AARO’s most comprehensive public statement came in its 2024 Historical Record Report, which reviewed decades of government investigations, classified and unclassified records, and interviews connected to UAP claims. Importantly, AARO’s review was directed at specific crash-retrieval allegations rather than only at general UFO sightings. How Verifiability Differs from Secrecy Claims

Crash-retrieval allegations often rely on a particular logic: if evidence is missing, that absence may itself be presented as evidence of a successful cover-up. AARO’s framework rejects that reasoning.

From an investigative standpoint, secrecy and verifiability are different questions. A programme may be classified and still leave records, budgets, contracts, personnel histories, chain-of-custody documentation, laboratory reports or other traces that can be examined by authorised investigators. Conversely, a claim can be widely repeated and sincerely believed while remaining unverifiable if none of those supporting records can be produced.

For crash evidence specifically, verifiability would normally involve several elements:

  • Physical material available for independent examination.
  • Documented provenance showing where and when the material was recovered.
  • Chain-of-custody records demonstrating continuous control of the evidence.
  • Laboratory analyses that can be reproduced by independent experts.

Why Crash-Recovery Claims Are Difficult to Prove

Among UFO-related topics, crash retrievals should theoretically be easier to verify than distant sightings. A crashed object ought to leave debris, recovery records, transport records, laboratory analyses and long-term custody trails.

Yet this apparent advantage creates a higher evidentiary bar. A claim that a government recovered a non-human craft is no longer merely a claim about an observation in the sky. It becomes a claim about physical artefacts, institutional actions and documented history.

AARO’s review found no verified evidence that recovered materials held by the government represented extraterrestrial technology. AARO’s public findings do not prove that every future crash-retrieval allegation is false. What they establish is a benchmark for evaluating such claims.

Under that benchmark, persuasive evidence would require more than testimony, rumours or references to classified programmes.
