Yes, black programmes can create alien rumours, even when no alien technology is involved. Why Partial Knowledge Becomes Rumour

The significance of KONA BLUE is not that it uncovered alien technology. Rather, it demonstrates how belief in hidden technology can develop within communities already familiar with classified programmes.

This distinction is important. A person can sincerely believe that a hidden programme exists without possessing evidence that it does. The existence of a proposal to study alleged alien technology does not establish the existence of alien technology itself.
Why Secret Technology Can Look Exotic
