The important point is that Blue Book’s “unidentified” category was not reserved for the most spectacular claims. A report could remain unresolved for several reasons:
- Witness descriptions were incomplete or contradictory.
- Physical evidence was absent.
- Radar, photographic or observational data were insufficient.
