The popular image of a balloon is a single envelope attached to a small instrument package. Mogul systems were much more complicated.

A Mogul train could include numerous neoprene balloons linked together, multiple radar reflectors, parachutes, ballast tubes and electronic equipment. The entire assembly stretched over a considerable distance rather than existing as a single compact object.   • Thin metallic-looking material scattered across the ground.
  • Lightweight wooden struts from radar reflectors.

A person expecting an aircraft wreck would see something unusual. What a Mogul Balloon Train Carried

The items most often cited in the Mogul explanation correspond closely to materials described in early Roswell reporting.

Radar reflectors, sometimes called RAWIN targets, were constructed from lightweight reflective surfaces mounted on balsa-wood frameworks. Their purpose was to improve radar tracking.   • Neoprene balloons that would deteriorate and fragment after exposure and impact.

Why Lightweight Wreckage Could Scatter Widely

The mechanism behind a broad debris field does not require a violent impact.

The Air Force’s reconstruction argued that after reaching the ground, radar reflectors and associated components could tear apart and spread over a large area. Some balloons might retain partial buoyancy, allowing wind to drag portions of the train across the landscape. The Mogul explanation is strongest when addressing reports of unusual materials scattered over a ranch rather than reports of an intact craft.

The Air Force’s 1994 investigation concluded that descriptions from rancher W.W.
