The underlying logic was straightforward: a genuine decades-long retrieval effort would have to interact repeatedly with government bureaucracy and industry. Even highly classified programmes leave some trace in records, funding structures, personnel assignments, or oversight mechanisms.

The historical review stated that AARO worked with officials responsible for controlled-access and special-access programme oversight. Contractor Participation
Many retrieval narratives allege that aerospace companies received recovered materials for analysis. AARO therefore examined claims involving named firms and individuals.
According to the historical report, executives, scientists, and chief technology officers from companies identified by interviewees met with AARO and denied that their organisations had recovered, possessed, or reverse-engineered extraterrestrial technology. A retrieval programme should also produce artefacts. AARO therefore evaluated claims concerning allegedly recovered materials.
The report describes at least one case involving a metal fragment said to originate from an off-world craft. The Kona Blue Example
Perhaps the clearest illustration of AARO’s evidence test involved a proposed programme known as Kona Blue.
According to the historical report, supporters of Kona Blue believed the government was concealing recovered extraterrestrial technology and sought the creation of a Prospective Special Access Program to investigate and exploit it.
